By virtue of just adding that lane all the way through the system in both directions northbound and southbound, you're going to increase the capacity.

It's going to be painful. The expressway will be painful.

This is the biggest project that I personally have been part of. The $600 million urban expressway reconstruction. They don't happen all that often.

People ask, 'Will rush hour be one, two, three hours longer?' It is awful tough to tell. We expect it will take several weeks to a month to shake out.

When we're all done, it's going to be a safer expressway.

The pavement underneath the asphalt is crumbling. The drainage wasn't that particularly good. The planners back in the 1960's expect only 150,000 vehicles a day.

If we get 50 percent (of cars) off, travel times would be relatively the same. If we get 30 percent off, which is more realistic ... travel times might increase by a third or double.
