When Secretary (Tom) Ridge was here, everyone was saying we were rated triple-A.

This wasn't done along party lines. It is not about that.

Nobody has the kind of infrastructure and guidelines and policies that we do.

She took a lot of time with it because it is an important project for her. She likes recognizing employees. She did it a lot as mayor and is continuing as governor.
