As you apply pressure in the urban areas through a physical barrier and an infrastructure that not only is impressive, it's intimidating, then it becomes an obstacle. You can divert that activity and channel into areas where you have a tactical advantage.

A weapon is a weapon is a weapon. It could be a grapefruit-sized rock. It could be a vehicle used at any rate of speed to try to run over an agent. Or it could be somebody shooting sniper fire from the Mexican side. They're all dangerous.
