There will be no fight. They will either accept (the gift) or not.

There can be no changes. This is not a holiday gift you can go and exchange. If the city sees fit in its wisdom to accept it, so be it.

It is finished. It cannot and will not be changed.

If the council says no, the owner will look at different options. But it's difficult for me to think the council will say no.
